I read the Games API field directly. createVipServersAllowed is false for universe 1946714362. The free game with the same title is also false, which does not change this page. Friends can still meet by picking the same public server from Server List.
A September 2026 database note describes a menu place, matchmaking, and an arena. That structure is a poor fit for a classic one-place VIP server, but it is a third-party description. I did not count the places myself. The root place reporting max players of 1 is the menu, not a one-player arena.
This can change. The sentence to trust is the API value on 23 Oct 2026, not a promise that VIP stays off.

Can you make a private server in Bloodlines?
Not on 23 Oct 2026. createVipServersAllowed was false. The menu shows Server List, which browses public servers and regions. I found no Create VIP control.
Why are VIP servers disabled?
The API does not say why. I am not guessing that permadeath or the economy is the reason.
