Rinnekyou sits in the second zone of the Catacombs. Requirements I copied from the card: an implanted Mangekyo, an implanted Senju arm, five age-ups, and age 40. You can bank the age-ups early, but the hand-in waits for 40. Losing the Mangekyo or the Senju arm resets the age-up count. One awakening per character.
A separate item, Rinnegan Eyes, can be implanted from boss loot or a scoop. That is not the same as finishing the Rinnekyou checklist. The eye stages that lead here start on Sharingan.

Pain's has Almighty Push and Universal Pull. Sasuke's has Instant Swap, Chibaku Tensei, and a portal. Both show health and chakra, and a block drains chakra.
