The mastered-effects list groups fire, earth, water, lightning, wind, sealing, healing, clone, stomach summons, genjutsu, wood, and ice. Using one jutsu enough times masters it, and a mastered jutsu skips hand signs. That is the mastered-jutsu card, not a level-up gift.
